
On 25-26 January, over 150 Myanmar participants and experts from Russia, Thailand, Brunei, Philippines, Malaysia, Vietnam came together online for the 3rd Conference on Learning and Development to Support Good Governance. The international scientific event marked the 25th Anniversary of Civil Service Academy (Upper Myanmar) which will be celebrated on 7 February.
At the invitation of the Union Civil Service Board of the Republic of the Union of Myanmar RANEPA St. Petersburg speakers joined the conference.

Elizaveta Berezina, PhD in Political Science, Senior specialist of the Center for International Project Activities of the Department of International Cooperation made the presentation «Soft-power» instruments of public administration in the digital age: a neo-institutional approach”. Dr. Berezina highlighted that in the context of rapid technological development and changes in social relations countries need to adapt to new challenges and apply new management tools.

Dmitry Novik, PhD in History, Director of the Centre for International Project Activities of the Department of International Cooperation spoke on the topic “Good Governance Promotion as a Tool of Sustainable Development Policy”. Dr. Novik emphasized that an effective governance requires not only the presence of relevant institutions and mechanisms, but also a willingness to constantly learn and develop.
The audience including Myanmar government officials, academic staff from Myanmar universities and Civil Service Academy (Upper Myanmar), civil servants and senior civil servants as students,was highly impressed and commended the Russian presentations. The speakers answered questions regarding an effective and successful implementing sustainable development goals, the attractiveness of the Russian soft-power and national social media.

Remark: RANEPA St. Petersburg and Civil Service Academy (Upper Myanmar) have been developing cooperation since 2023. The first online lecture for Myanmar top management and executive authorities took place in November where the issues of scientific and technical cooperation between both countries were addressed.
